Gov. Joe Lombardo has declared a state of emergency in Nevada due to a threat from Tropical storm Hilary as it moves over the U.S. The National Weather Service predicts flash flooding may be possible in western Nevada through tonight and warns excessive runoff could cause flooding in Mono, Mineral and southern Lyon counties and also the Pyramid Lake area.
